The Cottage Industry Technology Center (CITC) which is formerly known as NACIDA is a service oriented GOCC attached to Department of Trade and Industry (DTI).

It was created by virtue of R.A. 3470 or the Cottage Industries Development Act of 1962 as revised by E.O. 133 series 1986. CITC's mission is to encourage and promote the establishment of micro, cottage and small industries, to improve product quality towards becoming globally competitive and thereby generate employment and livelihood opportunities and contribute to building a reliable supply base for exports of Furniture, Gifts and Housewares, Fine Jewelry, and Footwear and Leathergoods.

This Center's mission is being translated through the delivery of three (3) distinct functions, namely:
  1. Technology Transfer and Skills Training;
  2. Common Facility Service; and
  3. Technical Consultancy Service. Major programs and projects includes the establishment of craft production villages for bamboo, wood, and hand-woven indigenous fiber-based products, leather footwear and fine jewelry industry development program, and livelihood development program for the gifts and housewares sector which includes the introduction of various livelihood opportunities for the Indigenous Peoples (IPs) of the country.

DTI-ROG is one of the major functional group of DTI tasked to promote nationwide dispersal of opportunities and growth by translating DTI policies and programs at the national level into equivalent and applicable interventions at the local level.

Aside from the 14 Regional Offices and more than 70 Provincial Offices of DTI nationwide, DTI-ROG is also in direct supervision of the Cottage Industry Technology Center, Construction Manpower Development Foundation, and DTI-Comprehensive Agrarian Reform Program.
